GeoEco.ArcGIS.ValidateMethodMetadataForExposureAsArcGISTool(moduleName, className, methodName)

Validates that a method has proper metadata defined to allow it to be exposed as an ArcGIS geoprocessing tool.

This function is used during the GeoEco build process, when building the Marine Geospatial Ecology Tools ArcGIS toolbox.
